The measure calls for all handgun owners to submit to the federal government an application that shall include, among many other things: a photo; an address; a thumbprint; a completed, written firearm safety test; private mental health records; and a fee. And those are only some of the requirements to be licensed! The bill would further require the attorney general to establish a database of every handgun sale, transfer, and owner&#039;s address in America. Moreover, the bill would make it illegal to own or possess a &amp;quot;qualifying firearm&amp;quot; -- defined as &amp;quot;any handgun; or any semiautomatic firearm that can accept any detachable ammunition feeding device…&amp;quot; [emphasis added] without one of the proposed licenses. Additionally, the bill would make it illegal to transfer ownership of a &amp;quot;qualifying firearm&amp;quot; to anyone who is not a licensed gun dealer or collector (with very few exceptions), and would require &amp;quot;qualifying firearm&amp;quot; owners to report all transfers to the attorney general&#039;s database. It would also be illegal for a licensed gun owner to fail to record a gun loss or theft within 72 hours, or fail to report a change of address within 60 days. Further, if a minor obtains a firearm and injures someone with it, the owner of the firearm may face a multiple-year jail sentence. H.R. 45 is essentially a reintroduction of H.R. 2666, which Rush introduced in 2007. H.R. 2666 contained much of the same language as H.R. 45, and was &lt;strong&gt;co-sponsored by several well-known anti-gun legislators--including Barack Obama&#039;s chief of staff, Rahm Emanuel&lt;/strong&gt;. AKA: Duschbag&lt;br /&gt;In a preliminary vote taken yesterday, the Pittsburgh City Council passed an anti-gun ordinance that would require gun owners to report a lost or stolen firearm within a 72-hour period or face fines and possible imprisonment.  The measure passed overwhelmingly by a 6-1 margin with two abstentions.  A final vote could be taken as early as next week, after which the measure will go to the Mayor for his signature or veto.  &lt;br /&gt; &lt;br /&gt;This ordinance violates Pennsylvania’s preemption statute; Title 18, Section 6120. Limitation on municipal regulation of firearms and ammunition.  This section specifically states that, &lt;u&gt;&amp;quot;No county, municipality or township may in any manner regulate the lawful ownership, possession, transfer or transportation of firearms, ammunition or ammunition components when carried or transported for purposes not prohibited by the laws of this Commonwealth.&amp;quot;&lt;/u&gt;&lt;br /&gt; &lt;br /&gt;This ordinance may also be in conflict with Article 1, Section 21 of the Constitution of Pennsylvania which states, “&lt;u&gt;The right of the citizens to bear arms in defense of themselves and the state shall not be questioned&lt;/u&gt;.”  However, the Pittsburgh City Council is thumbing its nose at the Constitution.  &lt;strong&gt;&lt;font color=&quot;#990033&quot;&gt;Councilwoman Tonya Payne (District 6) even had the nerve to say, &amp;quot;Who really cares about it being unconstitutional?&amp;quot; &lt;/font&gt;&lt;/strong&gt; State preemption regulating firearms was enacted by the legislature to avoid the possibility of 2,639 separate firearm laws across the Commonwealth.  Without preemption there would be a myriad of local firearm laws making compliance impossible for law-abiding gun owners.&lt;/font&gt;&lt;/p&gt;&lt;p&gt;&lt;font size=&quot;2&quot;&gt;Please contact Mayor Luke Ravenstahl (D) TODAY and respectfully urge him to oppose this illegal and unwarranted attack on our Second Amendment rights.  The Mayor can be reached by phone at (412) 255-2626, by fax at (412) 255-2687, or email &lt;a href=&quot;mailto:mayorcompl@city.pittsburgh.pa.us&quot;&gt;mayorcompl@city.pittsburgh.pa.us&lt;/a&gt;.&lt;/font&gt;&lt;/p&gt;

    &lt;p&gt;Obama Announces Gun Ban Agenda Even Before The Final Vote Count Is In&lt;/p&gt;&lt;p&gt;Senator Barack Obama&#039;s presidential campaign slogan, &amp;quot;the audacity of hope,&amp;quot; should have instead been &amp;quot;the audacity of deceit.&amp;quot; After months of telling the American people that he supports the Second Amendment, and only hours after being declared the president-elect, the Obama transition team website announced an agenda taken straight from the anti-gun lobby--four initiatives designed to ban guns and drive law-abiding firearm manufacturers and dealers out of business: &lt;/p&gt;&lt;p&gt;&lt;strong&gt;&amp;quot;Making the expired federal assault weapons ban permanent.&amp;quot;&lt;/strong&gt; Perhaps no other firearm issue has been more dishonestly portrayed by gun prohibitionists.
